The Memorial Trust is governed by a board of governors, each of whom will maintain their own files of correspondence and other papers. These are the papers of individual Trust governors who have chosen to deposit their records. Therefore, there is likely to be considerable overlap of information contained within files of a similar date. However, in some cases, after the early 1980s, where there are few Trust correspondence files relating to general or specific issues (see SO 247/30, follow forward, and SO 247/86, follow forward) the papers of individual governors may be the official, or only, corrspondence of the Trust at that time. There are also papers from other individuals acting in relation to the Trust including Philip Hepworth, Norwich City Librarian.

Governors' general files and general correspondence files usually contain a mixture of correspondence, copies of minutes and meeting papers, leaflets and other publicity, ephemera and other papers.
