The Governor, Deputy Governor, Assistants and Guardians (elected annually at an assembly in May) formed the court that first met on 5 August 1712 and created a committee to treat with the City Committee for the provision of premises for the workhouse, and another to prepare bye-laws for the court's procedure. These laws are copied into the minutes on f.5 of the first minute book.
A workhouse was established in what was once the Duke of Norfolk's old palace building by the river near St Andrew's Street.
